This is a classic! I like all the examples in the video. It's definitely the idea of hearing noise means people think it's busier and can be noisier themselves. It's why restaurants around the world play music, often quite loudly. Like a lot of things in Japanese culture, there are expectations. You can make noise if that's what you're expected to do (like the politicians and their loudspeakers), but otherwise it's a big no-no.
