Well what's happening in the Fallout universe is that the world remained culturally stuck in the 1950's, even though some technologies kept developing, and then there was a nuclear war in 2077. So there's a lot of retro-scifi, City of Tomorrow type stuff, mixed with Mad Max. It's definitely got the potential to be a unique and interesting show, so hopefully it's good. And yeah Ghouls don't age, so could very well be the same guy.
