I think I have made progress with getting the stray cat who comes by apartment every night to use the cat litter. I tried last year when there was that winter storm, but she wouldn't use it. Even when she gave birth to kittens and her kittens were using it, she'd still go out and poop underneath the stairs to other apartments. Because of this (and the time she peed on my bed), I've always had to put her out at night even if it was really cold/stormy out. 

But now she's starting to go up to the litter box I have set up in a closet and digging around in the sand. She hasn't used it yet, but at least she's willing to go to it on her own accord! If she starts using it then I'll be more relaxed with letting her stay inside all night long when the weather's bad.
