I  don't care much for anime, so I don't know much either, but isn't she  Vegeta's wife? They could just be getting kinky with each other.

Yeah,  Vegeta met Bulma on Namek. Moved in with her on returning to earth and  got married. This is basically a what if scenario where Vegeta gets  everything he wanted including Bulma, goes back to his planet instead of  earth and brings Bulma with him. 

Its unclear if shes a wife,  concubine, prisoner of war, servant or all of the above in this scenario  but they are still infatuated with each other.
