I think you needed japanese residency to go to the concert. For the korean concert it was not needed, but the korean corona travel restrictions were thight. Official once membership gave you early access to tickets.

For the sake of TG's future planning, you do not need Japanese residency to go to Twice concert in Japan. Just that during this tour, Japan did not open for tourist to enter the country. So future Tokyo Dome Twice concert is still possible if you can get tickets 😒. Japanese Once has first access to tickets.
