In person fansigns are not happening right now because obvious reasons. But when they still happened, getting into one has barely anything to do with luck. It all depends on how much money you are willing to spend. You basically buy albums in a specific store/stores in korea during a specific time period. And then each album you buy gets you a ticket for the raffle. And then they draw 100 people for the fansign. That means the more albums you buy the higher is it for you to get in. Buying 200 or more albums should you get in pretty safe. There are usually multiple fansigns during a comeback.

And yes they accept gifts during fansigns. But you will get them all back after. They only keep letters. Back in the early days of Twice they kept all the gifts, but it just got too much at some point.
