Gentle didn't get charged just for messing up and getting in the way of another hero he got charged for doing it when he had no authority to even activate his quirk in public since he failed the provisional license exam he was pretty much a normal citizen

I loved the mini gentle arc though because deku did have a hard time fighting him because he knew in a way they were similar

I take the "You were harder to fight than anyone I'd ever fought until now, Gentle." as in that Deku sympathized with him, and he hasn't ever sympathized with a "villain" before so it was mentally hard to fight him, not physically. Maybe. I don't know lol.
