Honestly if Todoroki had used his flames I'm still not sure if he could have won, it would have been neck and neck because the move Bakugo used, Howitzer Impact, was the perfect move to use against Todoroki if he used his fire which is why Bakugo wanted him to use it. Howitzer Impact collects the oxygen around him for momentum and results in a missile like blast, collecting oxygen means Todoroki would of had issues using his flames since fire needs oxygen to live. Bakugo is an amazing strategist and is incredibly smart so I'm glad you picked that up from him, some reactors at this point still hate him which is sad because he's such a great character.
