Different officer Jenny's will have different badges on their hats for the different city in the Kanto region

The lore was originally that they're all sisters who look the same. Then it started expanding to wider and wider family. I believe that's still the case even though there are too many to be feasible at this point. I think they've officially stated it was a joke based on the reused models in the first gen, though I don't remember seeing multiple police women, only the pokecenter nurses All that aside, in a world where hypnosis is 100% real, this is a far better explanation
