[Patch] Quick FIX for PSD processing (Patreon)

User in The United States of America might experience issue when processing PSD files, the GUI will not be able to read PSD file and crash. This problem is caused by text encode issues. 

So I compiled a new PSD Reader which fixed the problem. You can use this new PSD Reader to replace the old one in the "waifu2x-extension-gui" folder, and the problem should be fixed.

Thanks to missing-q for report this bug and help me test the new PSD Reader.
