I think there are some apps you can get on your phone that allow you to run Flash games.

Dolphin browser on android can run flash, not sure if it's on iPhone (or what you have)

If you can have a similar experience on mobile devices, that'd be amazing.

I chose android mostly because out of the two devices I use, my phone has better operating specs than my laptop, so it'd be smoother

I am voting both PC and HTML5. I'd assume HTML5 would be the best way to go forward for better cross-compatibility on almost all devices which is great tbh!

Since I can't edit on the app, please keep in mind that only supporting android will be a problem for those like me who don't use it.

Nobody likes flash now, which is sad. On any other option you'd have to do at least twice the work to get the same level of cross-platform support. I'd also like to note that flash isn't just browser based, there's flash projector which is adobe's desktop flash player.
