Primus

Astrid is a junior agent. Kind of Olivia's assistant or trainee, at the time where Fringe division was formed. Now she is just an agent with the Fringe division, same title as Olivia. But she is not a field agent. No experience in the field, not as far as we have seen. She obviously would have gone through the same training as Olivia but she was at the beginning of her career with the FBI when she was recruited with the Fringe Division. I am sure she does have a gun but at that moment she didn't have it on her.

The lady was not funding the whole thing. Trust me the whole operation would have costed a lot more than 500k. She was just a customer of the guy - one of many I assume.
