Liberty is the one that reported Manny to Mr. Raditch about her new look when she first changed it. I think Manny told Liberty because even though they don’t always show it they will still have the characters be friendly in the background or off screen. Since Manny found out that Emma didn’t even want Chris back and was only talking to him to keep him away from Liberty she told her why and now Liberty and Emma have more reason not to talk to each other. It is amazing how Liberty can still talk and be nice to Emma before this happened when she was the one that started the rumor that she was seeing their Math teacher and then cornered her in the bathroom demanding to know why she was with him so much. Both characters are annoying in their own way but for me Emma takes it to far with how nosy she is and how entitled to the truth from everyone she comes into contact with about their personal lives.

Liberty was also the one who just helped Manny and JT get together at the end of last season/school year so it shows that Manny and her are friendly and much closer than Emma/Liberty who have not really shown any form of friendship so far.

manny does a lot of messy, questionable things throughout the series. hell in this season alone...especially at the beginning, i side eye some of her decisions. you'll notice that she doesn't get called out nearly as much as some of the other characters do when they do messy sh-t though. lol many of the fans try to excuse her antics.
