I love the scene between Clark and Lois where he consoles her after she breaks things off with Oliver. It's such a genuinely caring and open moment between the two of them.

So the show actually did want to do a Justice League spinoff with Oliver as the team leader. They began planning it after the season 6 episode called Justice (the first episode we see them team up in Smallville). The idea was that Ollie was using his resources to take in and guide young superheroes and built a team around them in a very Professor X/Xmen kind of way. Of course the already established characters from Smallville would've been included like Aquaman and Cyborg. However, the show never met it to the development stages. So there are episodes like this one that further introduce notable DC characters, specifically members of the League. Also, I think it has been mentioned before Smallville was really restricted by DC and Warner in terms of what they could and couldn't introduce and when they could introduce characters. It's why we have Bart as Impulse and not the Flash. Why the show would never introduce popular characters, one particular one I'm sure you could guess (a fan of bats), and why even the romance between Clark and Lois is delayed out.
