Yea, the actress who played Diana was pregnant at the time so they had to write it into the show.

I think you misunderstood the end about the new handlerfor Neal. It's exactly because they are so close that Peter is choosing someone that has no personal connection to Neal. Like he said, everyone already there is like family. The new person will be another agent, not another criminal. The part about him forgetting sometimes that Neal is a criminal is because he really does think of him as a friend but that has led him to overlook and even allow Neal to do things he really shouldn't have and like Elle said that personal connection is part of the reason Peter ended up in jail and could have lost everything. I actually really liked the beginning. Neal knew that by faking the confession he would be making James a fugitive and even still referred to him as his father. But he chose to .do it anyway FOR Peter. I think that says alot.

Crowley was in the pilot episode of this show. He was the first criminal Neal and Peter caught together, that's why he says Neil has him to thank for his arrangement.

IIRC the actress playing Diana was pregnant most of S5 and they had to rewrite some things to change her character since she's obviously not going to be in the field. She had her baby in June so any plans for her were rewrites very late in the process, which is maybe why some things look like they were changed last minute in S5.
