I think Scott doesn't want to learn because he doesn't want to be a werewolf. In this situation, Derek represents his life as a wolf and Allison represents his life as a human. So that's why he is clutching to Allison and pushing away Derek. At least that's what I deducted.

Romeo and Juliet were 13/14 years old who knew each other for like three days. The Argents are psychotic, once again where is the code? How long have Stiles and Scott known each other at times it seems like from when they were kids, IF that is the case why didn't Scott know about the panic attacks? I don't think that its ever been mentioned.

I have had panic attacks for most of my life, as a teen I never told my friends. They wouldn't have understood and may have become afraid. However, a few of their parents knew. Even now I am very judicious about who I tell. Most just don't need to know. People treat you differently once they find out. Like you are glass or something. I understand they are trying to be supportive but it just makes you feel weak.
