I think you built up Spike in your head. He literally does the exact same move when he first shows up in Sunnydale. He says screw the plan let's go kill the Slayer at parent teacher night. He's impulsive. He's a great character but I would never describe him as smart and cunning.

Angel thinks that he has to atone and he can't really atone if he has this ring that makes the stakes less.

I was thinking the same thing. Spike saying, "screw the plan, I'm bored" happens in his very first episode. He's very impulsive by nature. Following his inclinations often takes the place of following his brain.
