Hopefully this helps? I my hat came out a little too big, so I suggest making a mock-up to figure out the best size for your head. As far as the lines, you're best bet is to make the hat and use the lines on the pattern as a guide, but don't glue the ribbon down until the hat is sewn together in case you need to repositon them a bit so that they lineup.
