This is great, although i wonder. Since the cost of bonding rises as you level, shouldn't it's power also scale?

That's certainly a possibility. The intention here was to create something that is slowly more detrimental to the PC the longer they have it. It's a great low level item but those Hit Dice are really useful later on and the extra stuff becomes less exciting.
