So I'll explain a few reasons why DIO is as powerful as he is as well as things that were ignored in the anime. * DIO isn't flying (and neither was Jotaro), they didn't animate their Stand's jumping and keeping them aloft. This was because it was a weird visual and they decided to not do it even though it made it not make sense. * DIO is as strong as he is because he's a Vampire and in Jojoveller we got an explanation for Stand Stats, Stand Power and Stand Stamina; Stand Stats are the Basic abilities of a Stand before being influenced by it's own Stand powers (which are depicted based on personality but is also affected by hereditary traits and DNA) with D being the same as a normal Human and E being worse (so a Stand with E Durability means the Stand user takes more damage from their Stand being hit instead of them), Stand Power is affected by Willpower/Drive * (Physical Strength + Mental Strength (Read as Stubbornness + Intelligence)) and Stand Stamina is Physical Stamina * Mental Stamina. With this in mind, DIO has a Strong stand due to being a Vampire due to the absurd strength given to him while also being a Stubborn Egotist that is actually decently intelligent but this isn't the only thing. * DIO's stand isn't his own, this is why DIO's body called out to the Joestars it's actually Jonathan's Stand that he never manifested this is also why DIO and Jotaro has the same kind of stand. The reason why Jonathan's Stand was so strong was again stand stats but there is also another reason that I cant explain without Part 7 spoilers (which isn't animated yet so you'll have to wait awhile).

Now I'll also explain why Joseph was able to come back and why DIO died the way he did. Due to the Hamon in DIO's blood from Joseph he wasn't able to heal at the same rate as before until his body acclimated, due to this when Jotaro punched him with his Stand which Stand Power is also called "Spirit Hamon" it excited the Hamon inside of DIO's blood killing him from the inside out. Joseph was able to come back for a few reasons but one of them is that due to it being the blood of a vampire his body started to repair as Joseph for a brief moment became a vampire but due to Josephs body being almost completely trained for Hamon it purged the vampirism before it took hold (this is why Hermit purple was out and he had to call it back when he was awake) get the initial benefits of it but not becoming a vampire. The reason Straits in Part 2 became a vampire is because he actively willed himself to be one suppressing his hamon.
