Viltrumite DNA is so strong and pure, he's not "half" he's nearly a full blooded viltrumite. But I'm pretty sure their powers get her stronger the older they get, and through training. However, Nolan loved and was extremely loyal to Viltrum but having a family in Earth, especially Debbie, changed him. He was happy there, until Mark developed his powers and he tried to get back to his mission. What he was saying to Mark was just the ways he was trying to convince himself to continue with that mission. If he got through to Mark then he probably would've continued the mission to the end, but because Mark's spirit was Invincible^TM and he used emotional responses to Nolan's logical reasoning(Excuses) Nolan lost and left. Amber, please just go. Let Mark get with Atom Eve.

No the older they get the slower they age, age only effects there appearance. There powers grow stronger with exercise and use. To increase there strength they must push it to the limits with muscle training. To increase there flight speed and stamina they must regularly make them selves fly as fast as they can until there tired.
