[Patron Request] IAA Issue Hinterland Jacket for Niko (Patreon)

An offer request by longtime patron Jolywonk, who wanted Agent 14's jacket for Niko! It's also all on one uppr drawable instead of a jbib and and uppr like in GTA V!

It's been optimized and has a significantly lower polycount from GTA V as well, nixed a number of edge loops but i got exhausted after a while, it seems to be at least on the level of EFLC playerped clothes (which I honestly find a bit excessive at times!

Thigh weights should be passable, everything else seems to be perfectly fine :)

EDIT: the regular arm rolls were COMPLETELY MISSING? it's been fixed! sorry for the wait!
