They sadly don't really go into it in the anime and therefore make Sinon's mother look really bad but she really is also just a victim of the circumstances of her live and never intentionally hurt or judged Shino. Her mother has been mentally instable ever since she had to watch her husband slowly and painfully bleed to death in that car accident, they went off the road and it took hours until anyone noticed and help arrived and she herself couldn't do anything since her leg was crushed. It went to the point that they moved in with her parents/Sinon's grandparents because her mother wasn't in any condition to be an adult much less a parent anymore. She mentally regressed to a point before she met her husband. While she always treated her with affection it's questionable if she even recognizes Sinon as her daughter or if she might not just see her as a something like a little sister or even just "a little girl that happens to be living with her parents". And that was before she was held at gunpoint by some deranged criminal and saw people shot and killed.
