I'm assuming it was Sakayanagi, bc of what she said in the room at 15:07 where she talks about "the king really must remain into the end" and since her thing is, she likes chess and she wants to challenge Ayanokoji, I assume he's the king in the chess board, or leading player in the game (even though it's technically the queen who rules the chess board). So I think while fooling Yamauchi and sacrificing the pawn by setting him up to fail, she prbly had the classmates under her rule vote for Ayanokoji to stay afloat, hence why she's calling him at the end of the episode. Just my theory tho.
