I don't think Otose being attacked was entirely meant for baiting the audience for her death, but to create a reason for Gintoki to.behave this way and push Odd Jobs to fight. It gives a good emotional response because you feel for the characters, but I think it was mostly meant to just push towards giving the characters a reason to act.
