What megumi means by subjugating is he has to fight and defeat the shikigami first in order to use it for himself. He can summon the shikigami to tame it at anytime, but if he brings in any people with him to fight it, he wont be able to use the shikigami even if he defeats it. So he has to be able to defeat it by himself in order to use the shikigami.

So basically if mahuragas wheel on his head spin it means hes adopting the techniques that was hitting on him and find a way to counter it thats why no one was able to tame it for century cus how can you win a fight on someone like that on 1v1 if u watch it again the more sukuna attacking mahuraga a same attck the more it become useless to him as adopting never stop untill it become100% immune to him so what sukuna did is he let mahuraga adopt the slicing attack by raining slashing attack on him and then one shot it with another technique strong enough to one shot it in jjk world a person with 2 different techniques is very rare i mean sukuna is the only one with 2 different techniques i think so its impossible to tame it thats why no one was ever to tame it before
