The rival between Fancy and Blue started waaay back when they were kids. 

And of course, it started with Fancy Pants acting as if he were the best. His father had the tendency to tell him he was the best but also that he should care for others.
This turned Fancy Pants into a very different type of personality.
He cares for the hard working ponies of Equestria and believes ponies should respect them more, however, when it comes to other RICH ponies, he’s the best.
And his main competition being Blue Blood.

It was always that way, the first being Fancy’s mom and dad were unicorns. Blues mother was not. So already in Fancy’s mind, he was wining.

Blue Blood never understood the hostility and tried to be close with his cousin. But Fancy always wanted to be the best. And always needed Blue Blood to feel beneath him.

Over time, Blue Blood wanted to be the better pony, no matter how hard it was to constantly feel pressured by Fancy Pants.  

This rival never ends even as they grow up and Blue Blood lets it go. This angers Fancy and he tries even harder which causes him to go after Red Heart, who Blue is engaged too.

However, unfortunately for him, this causes Fancy Pants reputation to be destroyed.
