I'm glad you took that "I'm going to break the wheel" comment like that. Most reactors thought of it as a "Yass queen" moment but I wasn't impressed when I heard it the first time. Of course I wasn't a fan of Danerys so that could be the reason. Basically when she says she is going to break the wheel she means the cycle is going to end with her. She is going to be on top and the cycle will end. Of course to get to the top she will have to go to war the way everyone else has which is just keeping the wheel spinning. Also, there is always going to be someone gunning for you so to stay on top you're going to have to keep fighting.

Technically we can't speak to what breaking the wheel is until we see her get to that point, if it even happens at all. It was a rather shallow line in my opinion because it doesnt specify in what way she's talking about the wheel. Does she mean governing style? Does she mean she wants to restart the targaryen dynasty and have it end there? We can't know - I think I was just a silly line to get that "yas queen" reaction as you said.
