Angellus smoked in season 2 without a soul. I think Darla's comment about it being Angel or Angellus is a remark to his character. Angellus didn't have a soul and is openly evil, Angel has a soul and wants to make up for what he did as angel, also is more compassionate. This "new guy" isn't openly evil and has a soul but he doesn't have any compassion and wants to destroy his enemies like WR&H.
