Thumbnail - rough sketch + rough placement of speech

Slightly neater sketch

Proper speech bubble placement +  lines.

I've previously hand-drawn the speech bubbles, but I switched over to vector speech bubbles recently. Nobody's commented on it, which I guess means it's been a pretty seamless change :)

I like to do my lines in two separate groups - one for the foreground, one for the backgrounds - so that I can hide the background lines and easily select the foreground only, to fill it with a flat colour. This makes colouring later easier.

BG colours (foreground flat layer hidden)
This was done on two layers -one with the pinks/oranges and the default airbrush, one layer on top with off-white for the snow and foggy bits.

Very messy flats! I'm not quite sure if the AI colouring in Clip Studio Paint is actually speeding up my process, so I'm trying not doing that for a few weeks, and timing myself.

Some shading added on multiply layers

More lighting/shading added on normal layers with a lowered opacity

And final steps - coloured lines, blurred background, added snow and eye highlightie-pupil-thingies.
