What do you think Thrawn wants in the NR era? Power? Stability of the Chiss against future threats? (Have the Grysk already been defeated by now?)

Random crazy thought: is it possible that in Zahn’s next books we could learn that Thrawn came up with Starkiller Base for purposes of defending the Chiss in the Unknown Regions, since Ilum was already there? And after Thrawn’s likely death, the remaining warlords and Snoke took control?
