I don't think he did in specifics. I think he just told all the Separatist leaders that the Republic was crumbling and would become something worse. More generally speaking.

Do you think "Going AWOL" is a euphemism Rampart uses to mean killing off clones who question orders? Did Rampart write in his report that Wilco went AWOL to explain why he submitted the report instead? It seemed to me that there was a subtle, sinister inference in how that line was delivered.
