is there any particular reason the empire retained the Star destroyers and the arquitens class destroyers from the republic but did not retain their fighters and bombers and instead swapped them out for TIEs?

I'll guess something about cost. TIEs were all around less expensive. The capital ships were probably worth spending more money on in the Empire's eyes because they were symbols of might and power. The fighters were more expendable because they were just protecting the soldiers they also saw as expendable.
