My interpretation of the Jango Debate was always that Almec was being more hyperbolic than literal. Given that he first strenuously denies that Mandalorian warriors even exist anymore, “they died out years ago!” (followed within the same episode by a sizeable Death Watch force not a day later), his stance that Jango had stolen armour felt more like keeping in line with his earlier propaganda. Easier to accuse Jango of being a common mercenary in stolen armour than to admit that exiled warriors actually exist elsewhere in the galaxy, and the pacifist movement is weaker than it appears on the surface. Of course, the whole argument doesn’t actually affect much. Even if Jango were truly Mandalorian, he’d abandoned pretty well everything but the armour in order to pursue his bounty hunting career. I have my headcanon, and I don’t argue with others who have a different one!
