In reference to your question about the status of a unified Earth in other sci-fi, Babylon 5 would be one show in which Earth was not necessarily unified. There was a central government but the many of the individual nation states still existed though some of the smaller countries had unified into regional powers. There was even a reference to a future conflict between two factions of these nations. There were also substantial conflicts between Earth and factions on Mars demanding independence.
