His name is Sparky because that's the best the rather unimaginative rebels could come up with. He wears a hat he made himself out of scraps of City 17 uniforms and the lambda isn't a tattoo per se, he made a stencil and painted it on. He's just a shy alien doing his best and he would love a hug!
