Important distinction. Thalion isn't elves. They are descendants of elves. And although they partially answer the question of how Milim and Frey come under Clayman's control, they never fully explain the whole situation in the anime. (It even seems like a lot of people don't notice the lack of coherence and it's even a bit unclear in the light novels.) By the time we can explain it, people have forgotten about it...........Me too, I still don't know exactly what Clayman is getting wrong here.
