Hōgyoku's will is to fulfill the wishes around it, but each person must have the ability, or potential, to fulfill that wish themselves. Here we can talk about Stark, he is the only one who did not use the power of the Hōgyoku to break his mask to become a Arrancar. In all the Vasto Lorde, the more human-like form the more powerful, when he dose Resurrección, he has a fully human form. When he was defeated you can see his other eye under the eyepatch. His spiritual pressure is so powerful that any Hollow near him is dead, even after he splits into two souls. So what is the real desire within Stark? What exactly did Hōgyoku help him? His true inner desire is to become weak, he envies the weak, he can't get along with others because his own spiritual pressure is too strong, so Hōgyoku realizes his true inner desire by weakening or rather controlling his spiritual pressure.
