So in response to what you were asking about whether or not they are born or are taught certain powers, it's a combination of both in my view. When force sensitive people are born some have greater power than others and can learn things faster than others without having to be taught for a long period of time. Hence why it seemed Savage learned how to do force choke as fast as he did. Most are taught certain powers as their training progresses and their understanding of the force becomes clearer. For example, light side users eventually can learn how to use force heal or mind tricks and dark side force users can learn how to force choke or force lighting. Other force sensitive people seem to be born with certain force abilities. For example, Cal Kestis from the video game Jedi: Fallen Order was one of a few force users who could use the power, "Force Echo," where he could see certain events in the past. Hopefully that answers the question
