Japanese school system is similar to one in my country in Europe, more or less. Elementary School is grades 1-6, Middle School is grades 7-9. High School is a secondary learning institute, not unlike vocational school, then tertiary learning institute would be university or technical school after those 2nd tier education places (so you would be an adult by 3rd tier generally). For example, Chuunibyou means "second year disease", so in this case middle school 2nd year, and kids aged 14 generally have it as per the Japanese popular media trope etc. So yeah, they should be like 15 at least, but I suppose the jock dudes might actually be 3rd years, thus like 16 or w/e, realistically speaking
