FYI this anime was actually at least partially funded by the JSDF, for propaganda vector reasons Also, the reason Rondel is independent despite something like the Empire existing, is because MAGES 2 FOKIN OP, so they are in theory more OP than the Empire is, since the citizens are mages etc (also prolly the Apostles of Ra & Elange would fuck them up if they tried to, considering it's a technical Holy Site due to having the School founded by Ra & Elange (they are biological twins), before they underwent Deification upon reaching the required amount of time, i.e 1000 years, and thus becoming gods. FYI as you can prolly guess from the name Lelei La Lalena, she is a follower of Ra; conversely, as Arpeggio El Lalena, she is a follower of Elange. Followers generally have the 1st syllable of their chosen deity be their middle name, as seen w/ Yao Ha Dushi (the dark elf booba chick), switching to Yao Ro Dushi later on, when she becomes a follower of Rory), which would make it impossible to feasibly attack the city.
