If it makes you feel better, apparently the writers had planned for LeShawna to win it all but the voice actress had an emergency so they had to change the plot. (Which is also why she doesn’t say anything in that episode)

Here's what the showrunner had to say when asked if episode 22 got rewritten during production: "Just found the original TDI ep22 script - it’s totally true. Can’t remember why we didn’t do this as originally scripted - but definitely not because Novie (LeShawna's voice actress) was sick on record day. I’m sure there was some issue that made it too production heavy - perhaps too many costume changes. Yeah. So in the original outline Leshawna gives her “invincibility” to Gwen thinking she’ll vote Heather off. In the end Gwen flops and votes Leshawana off. Heather says anyone who’d give their invincibility away deserves to lose."
