To answer if Ace and Smoker can just sit there unharmed; kinda? If they're conscious then yes; absolutely. But here, Enel seems to do it while he's full on asleep; and that is something we know for a fact that the other two can't do; since if you remember, the first time Luffy ran into both of them again in Alabasta was by *literally* running into them and sending them both flying through like... 5 buildings XD. In any case; we know from that moment that the both of them need to at least be aware that an attack is coming to be able to phase through it. The fact that Enel can outright pass out and still not be harmed does put him above them.

And regarding the name; it's the whole "ALABASTA" vs. "ARABASTA" thing again. Depending on how you decide to translate it from Japanese, you can either choose to make his name "ENEL" or "ENERU", and the official translations have indeed used both versions at different times, though 'Enel' seems to be the more accepted intended translation. (Technically speaking you can also call him "ENER" but basically nobody wants to do that XD)
