You have the right idea lucky but further on even in the LN you find out Gremmy was just locked up the entire time and he was only ever nice to one other quincy that visited him. Everyone else avoided him since he could just body them so he never really had to want to kill anyone because people just knew not to mess with him. Also I think he wanted to beat kenpachi with power not just kill him though he wanted to win the fight with his imagination without just rushing for the kill. I also want to imagine how insanely broken Gremmy would of been if he knew how to use Vollständig. All the other quincy's use that as their trump card for an insane power boost but Gremmy is just clueless.
