Light remembered all, because he has Misa's death note.

Explanation: There are 4 Death Notes (DN) 1. Ryuk's Note. 2. Light's OG Note 3. Misa's OG Note 4. Rem's Note. Task Force took Higuchi's which was Light's OG Note, that DN was given to Mello. When Rem died Light kept that one with him, that's 2 of them. As for the 3rd DN, that one is in Misa's possession cause she's the one killing criminals while Light's taking L's place.

Now, as for why Light kept his memories: If you relinquish ownership of the DN, you can keep your memories if you're making contact with a DN, which is what Light did, he took Misa's and gave her pages. Touching a page of the DN isn't enough to regain memory which is why when Rem gave Misa a torn page, she could only see Rem, she didn't remember her.

Everything is correct, but just in case I will explain once again why there are 4 notebooks in the world. Ryuk flew into the human world with two notebooks at once (one of his own, the other stolen from a shinigami that appeared in the episode back, Sidoh). Rem also came into the world with two notebooks: one of her own and one from the suicidal Shinigami (Gelus) who saved Misa. Misa still has this shinigami's notebook, Rem's notebook has been in Light's possession after Rem's death, Ryuk's second notebook has just returned to the shinigami world with Sidoh, and of course Ryuk's original notebook is still with Ryuk. 4 Gods of death (Ryuk, Rem, Gelus and Sidoh) = 4 notebooks.
