The reason they're restraining Missa that way is because they don't know how she kills. Restraining her limbs and blindfolding her are the only things they can think of to hinder her ability to do whatever she does to kill.

It was mentioned in episode 1 that if you give up the notebook, all your memories will be erased. You said that it was kind of a exit strategy where you kill off everyone in your way then forfeit the notebook and become guilt free :P
