Just imagine If Uchiha clan wasn't dead at the point. and story go other way around. Like Pain attack the village. And against him Guy, Kakashi,The whole Uchiha clan(including Itachi and his father), Naruto and so on.

I don't want to say if your theory about Konan is right or wrong but just notice that she was talking to the other bodies if she was the one controlling them there would be no need to talk with them. I like your theorizing though and there is definitely a big mystery here so good luck in figuring it out! And just one detail the leaf police force wasn't all Uchiha just most of them were a part of it and the police force would have other ninja in it now. looking forward to your next reactions.
