Zero-sum Initiative

DISTRIBUTION RESTRICTION: Approved for public release; distribution is unlimited

After nightly briefing on May 10, 2012 at 1900 with USSTRATCOM, orders for our sustainment brigade were as follows:

  • Fortify base at Fort Carson.
  • Distribute protective equipment to state and local police.
  • Begin limited scale military operations to negate zombie threats.

Secondary objectives are as follows:

  • Provide security to civilian areas, evacuation zones.
  • Assist federal, state, and local agencies with surveillance and enforcement of quarantine areas.
  • Deploy recon teams to ascertain safety of environment.

While air support remains available, strategic strikes will be initiated against large collections of infected in Denver and Colorado Springs.

As of this time, Fort Carson has been secured. Though our leadership remains at strategic command and our division chain of command continues to breakdown. Though my brigade runs with order and efficiency, Colonel John Faulker largely remains out of contact. Concerns over his leadership have been raised.

Protective equipment has been distributed to outside agencies, though few police at state or local levels remain at pre-outbreak levels of function. The other plague (chaos) has affected the police in nearby counties. After several state troopers were identified as fake intruders, Fort Carson ended all efforts to distribute any supplies to outside agencies. The civilians posing as state troopers were detained.

Since our battalion stands at 787 active soldiers, we formed four batteries for deployment into high-threat areas. These four batteries were designated Alpha Black I-IV. All soldiers were outfitted with combat gear and told to destroy any infected and seize control of any US military units encountered. Overnight campaigns succeeded with only a loss of 62 soldiers, while thousands of infected were eliminated.

Air support failed to join these actions. I request that USSTRATCOM contact US Air Force and US Naval Forces for further coordination.

Update: Command of Fort Carson is in breakdown. Colonel Faulkner only provides orders through his subordinates and is unwilling to meet with other officers. We are told his orders from USSTRATCOM are confidential. I am maintaining order on base and satisfying all orders of our higher command, though my access to the nightly briefings has been denied. I will continue to provide progress reports until ordered otherwise.

In Faulkner’s absence, several other officers have taken leave or given up command. Without guidance on how to handle mutiny and AWOL in this time of conflict, I have no choice but to take over their units and now act as the interim commanding officer of Fort Carson.

At approximately 22:40, a platoon led by Lieutenant Douglas Reynalds attempted to enter the base to steal food and supplies. Base security engaged and destroyed these terrorists. Reynalds was captured and is being questioned. Intel gathered at the time of his surrender suggested numerous splinter units and local militia forming. Since they are operating with no association to FORSCOM, AFC, or any other entity within service to the USA, we are treating all as hostile.

Fort Carson command has broken down, requiring me to assume control of the brigade.

At roughly 1100, I led a squad of loyal soldiers to the office of Colonel John Faulkner to place him under general court martial for dereliction of duty and cowardice. We engaged hostile forces still loyal to the deserter John Faulkner, who fled the base before capture. I deployed recon units to find him.

Communication with USSTRATCOM was established, but higher command is unwilling to accept my leadership. I have reason to believe those now in charge are using this outbreak as an opportunity to take over the government. Until I have made contact to the true leaders of Army Command, I will act according to military law, code of conduct, and standing orders.

Contact has been made with other units operating in Colorado, including the 1st Colorado Infantry Regiment, 157th Field Artillery Regiment, the 10th Special Forces Group, the 43rd Sustainment Brigade, the 4th Security Force Assistance Brigade (SFAB), the 71st Ordnance Group (EOD), the 4th Engineer Battalion, and the 759th Military Police Battalion. After speaking with all commanding officers of these units, I have assumed control and accepted a promotion to colonel.

During the consolidation of these units, some dissension occurred. It is with a heavy heart that I ordered the execution of Major Marcus Wilforth, Lieutenant Colonel Bradley “Bufford” Holmes, Major Antonia Travis, and Brigadier General John Craner.

Recon groups have located the hideout of the deserter, John Faulkner. Plans are being made to capture him.

New Army Initiative

DISTRIBUTION RESTRICTION: Approved for public release; distribution is unlimited

Sunday, May 13, 2012 0600

This morning, we accomplished our main objectives of uniting current US Army forces in Colorado under the banner of a New Army.

First at dawn of this morning, Alpha Black 1-4 led a successful raid on the headquarters of the defectors led by John Faulkner. Our intelligence and surveillance strengthened our plan to attack before their security shift changed. In the engagement, the rival militia sustained heavy casualties. Where possible, civilians were detained. Due to rules of war and lack of normal military resources, instead of arrest and processing, defectors were executed. I weighed the gravity of this decision with the utmost regard for preservation of life but concluded imprisonment during this outbreak was inhumane. Among those detained were Colonel John Faulkner and Lieutenant Colonel Anthony Pampetto. These two defectors will provide Intel and bargaining power as we assume control of other leaderless brigades.

We have seized electronics and communications devices from Faulkner’s unit and have found he is under the command of disloyalists formerly operating at SOCOM. We are still attempting to reach true patriots and leadership of the authentic Army Command, but I fear they are all dead or mutinied. I will continue to write progress reports to submit to US Central Command or whatever legitimate authority takes over when the outbreak has ended.

Though we are early in this outbreak, supplies are of concern. With a division of soldiers at my command, food and sundries will quickly deplete. As this outbreak continues and law of war has taken effect, I will be instituting seizure of resources and property as needed. Civilians will be brought to emergency centers. Excess resources will also be distributed to civilian relief services such as the Red Cross.

Update: SOCOM has notified us of a general breakdown in communication with numerous units around the country. They have warned us of mass looting and dissension by National Guard brigades. Local and state police are unable to deal with the numerous threats caused by roving packs of infected and by lawless citizens. We are treating all such groups as insurgents and terrorists.

After interrogating the deserter, John Faulkner, we learned of a secret initiative known as Operation Safe Haven. Devices have been distributed to agents around the USA to locate and gain access to these facilities. They exist as command centers, supply depots, or housing facilities. After considerable efforts to gain Intel from Faulkner, he provided no indication of how to use the satellite device, a tool used to locate and access havens.

We continue to attempt to gather more information on these safe havens. During these attempts, Lieutenant Colonel Anthony Pampetto succumbed to injury and died.

Progress has been made on locating a mobile device. To protect the soldier’s identity, we refer to this individual as Survivor X. This patriot now works with the New Army and will locate Safe Haven Lancelot on our behalf. We hope this safe haven turns out to be a supply depot as we sorely need food.

Civilians requested access to Fort Carson at 20:15. To aid humanitarian efforts in the area, we accepted 400 civilians. Medical staff screened all admitted. None showed symptoms of Zeta infection. Among them was a doctor, Oscar Hantley, who worked at Cheyenne Mountain Air Force Station (CMAFS). He is currently being treated for dehydration and shock. Once he is out of the ICU, we will debrief him on activities at CMAFS and NORAD.

Shortly after the civilians arrived, our base was assaulted by infected lifeforms. Security was maintained, and all of the infected were destroyed.

With peace and order restored to Fort Carson, I am taking a tour of our facilities to establish pressing needs as we expect no end to the outbreak. May the Lord guide us through these harsh times.

Monday, May 14, 2012 1150

We are now faced with treason and disloyalty from within our division.

At 0915, several officers expressed concern over conditions at Fort Carson, namely housing and rationing of food. Though I ordered a number of excursions to search for provisions, four officers took units off base on their own orders. These include the 43rd Sustainment Brigade, 157th Field Artillery Regiment, the 71st Ordnance Group (EOD), and the 4th Engineer Battalion. Communication with these groups has not been maintained despite attempts.

More infected attacked Fort Carson, and in the aftermath of our defense, the Red Cross showed up with 160 civilians requesting shelter. They were screened and processed, given temporary housing and a meal, and offered work assignments.

Dr. Oscar Hantley awoke prior to this progress report entry. In his work at CMAFS, he was tasked with contributing to the growing knowledge base of Zeta research. While in transmit to Peterson Air Force Base, his convoy was attacked by infected lifeforms. His small detail fled in an Armored Personnel Carrier into a nearby mountain range where he was aided by an indigenous group, most likely Shoshone Nation. Unfortunately, they were attacked by a rogue group of marines. While this group looted the houses of the Shoshone, Dr. Hantley are others from CMAFS escaped. He fell unconscious while heading out of the area.

Now in our care, he provided some details on the state of the world. Zeta has spread world-wide and is considered a pandemic. Scientists from around the world convened in in the World Health Organization Headquarters in Geneva, Switzerland to determine how to combat the infection. However, as of Saturday, May 12, 2012, Geneva has gone dark.

The US Government, including POTUS, the Cabinet, and Department of Defense have remained in a constant state of flux. Dr. Hantley disclosed several factions all vying for power within the highest levels of government. As of the writing of this report, we have only been contacted by one such group still loyal to the values of the USA, Martin Kane, Acting Secretary of Defense. He has accepted my new rank and tasked me with maintaining Fort Carson. In this endeavor I will succeed.

Tuesday, May 15, 2012 0930

In the early morning hours, we were faced with more treason.

Members of the 10th Special Forces Group murdered security personnel at our detainment center while breaking out the defector, John Faulkner. They led him out of Fort Carson in stolen vehicles. Military police pursued the rogue group. They returned without recovering Faulkner and suffered moderate casualties. They informed us that John Faulkner may have been bitten by an infected lifeform during battle.

Today was not a total loss. Secretary Kane provided coordinates to another safe haven, Galahad. Though we cannot gain access to the haven, we now have technology allowing us to locate all havens in the network. Due to our lack of computer resources, this process will take time. By contacting satellite devices on the network, we can accelerate this process. Survivor X remains out of reach, but a storm is moving into the area. This may be blocking telecommunication capabilities.

Secretary Kane also named me Chief of Staff of the New Army. Though he sees the actions of John Faulkner as treasonous, he sees recapture as a distraction from the New Army Initiative. He has tasked us with locating and accessing all twelve safe havens.

With loss of personnel due to casualties and desertion, our forces stand at 991 soldiers. We continue to take in civilians and have started basic training of able-bodied individuals over the age of eighteen. Provisions are low, forcing us to request mandatory donations from all civilians we come across. We continue to eradicate Colorado of infected lifeforms as well as bandit and rebel groups encountered.

Though our course through this outbreak has been difficult, our resolve remains unwavering.

Damn, I really liked Faulkner.
