As an explanation: I can't remember fully but i think Matt could only see Vicky because she was his sister. He and Jeremy said 1-2 episodes ago that you need to be close to the dead person or you need personal stuff from them. Cause apart from another plot in a later season that has to do with something i wont say now, nobody exept Jeremy (and maybe Bonnie as a wich, cause she saw her dead ancestor witch Emily back in season 1, but not sure if Emily was a ghost like Anna/Vicky or if it was rather a witch thing) and Matt in this episode with Vicky can see ghosts. So i would say TVD didn't bent their "rules" as much here as with the vampire power thing.

Also i get what you mean with how easy and convenient Rebekah found out that Elena has her necklace but I think it could be explained that Elena always wore it since Stefan gave it to her back at the beginning of season 1. So if we assume that Caroline has a lot of pictures with Elena and her friends on her phone and Elena wore it in all of them , Rebekah would only need to look at 1-2 and notice the necklace.
