Funny, I went to check out the lowest-rated episodes you mentioned. It's true, one of them is slower and focuses less on the main characters, which makes the audience lose some interest, but 5x21... That's a huge episode and it sets up the main story for season 6. I think the rating is lower because people just don't like what happens in it.
